Due to the events in USA, the WB changed the date of the premiere

Season 4
Premiers October 4, 2001 at 8:00pm
A 2 hour Episode

Title: 4.01: Charmed Again
About: A new chapter in the Charmed saga begins as the surviving sisters search for a way to stay alive and strengthen their fragile bond while they continue to vanquish the diabolical. The sisters find renewed faith in the form of an unexpected revelation: there may be yet another Halliwell offspring they never knew about - one who could reunite the power of three and return these virtuous witches to their former glory. They'll find that fighting the good fight is a deadly occupation, but one they were born to do.

Paige is a recovering alcoholic with a hot, tough-guy boyfriend. In the first episode, Paige learns about Prue's death from a newspaper that mysteriously blows into her office and opens to the Obit page, so she decides to go to the funeral. We find out she's adopted...and already had a hunch she was a Halliwell (the girls mother had an affair)...but dropped it earlier when she found out the girls' mother had died.

Mandy's Opion

In my opion just because Shannen is leaving this season is no reason to give up on the show. Who knows, this new sister may be better than her. I have heard that that the new sister is Patty and Sam's baby if you remember, Sam was Patty's Whitelighter and they had an afair. So the new sister's powers might be mixed she might have some of the powers of our beloved Leo and the power of the Charmed Ones. Can you imagine how cool that would be?! So heads up, don't drop our favorite show just because one actress did not get along with Spelling and the cast members and left. Just remember the good times and welcome this new sister with open arms.

From The WB

For three spellbinding years, the Charmed Ones - Prue, Piper, and Phoebe - have used their witchcraft and the "Book of Shadows" to keep themselves alive as they save innocent souls and fight the darkest evil. Now, this season, the unthinkable will happen. The power of three will be broken forever.

So begins a new chapter in the CHARMED saga as the surviving sisters search for a way to stay alive and strengthen their fragile bond while they continue to vanquish the diabolical. The sisters find renewed faith in the form of an unexpected revelation: there may be yet another Halliwell offspring they never knew about - one who could reunite the power of three and return these virtuous witches to their former glory. They'll find that fighting the good fight is a deadly occupation, but one they were born to do.

Season 4
'Charmed' Producer Explains New Character
Tue, Jun 19, 2001 06:01 PM PDT
By Kate O'Hare
LOS ANGELES (Zap2it.com) - With Rose McGowan in place to join the cast of The WB's "Charmed," following the departure of Shannen Doherty, the main challenge facing executive producer Brad Kern and his staff is explaining it all in a way that makes sense.
Doherty's character Prue Halliwell, the eldest of a trio of sister witches living in San Francisco, apparently did not survive the series' cataclysmic third-season finale. And when your series' premise rests on there being three "Charmed Ones," that's a gap that must be filled.
Enter Paige Halliwell -- the long-lost younger half-sister of surviving siblings Piper (Holly Marie Combs) and Phoebe (Alyssa Milano). Kern plans either a two-part season premiere or a two-hour single episode, to air in late September, to explain the new character, the secret daughter of the sisters' mother and her illicit lover, a "White Lighter" (magical protectors that look after good witches).
Piper herself fell for her White Lighter, Leo (Brian Krause), but her mother's affair was expressly forbidden, and the child that came of it had to be hidden away.
"From Paige's point of view," says Kern, "you go to bed one night, and you think you're a single child, and no one understands you. Then you wake up the next morning, and you find out you've got sisters who are witches, who've got supernatural powers, who have a destiny that you must now share and embrace, and you must learn your new powers."
"It won't be a coincidence that she was named with a name that starts with a 'P,' like her sisters."
According to Kern, Paige's newly emerged power resembles Prue's ability to move objects with her mind, but because her father was a White Lighter, she will have other abilities as well.
"When we meet her," says Kern, "she will have been searching for many years, both for her birth parents, but also for an answer to that feeling that she's had inside of her that there's something special, there's something else that nobody has yet been able to understand and explain."
"We hope to tap into that. It's also organic to the character. She brings a lot of energy and enthusiasm to a grieving family. That's going to help us be able to honestly deal with the death of Prue, as well as being able to keep the fun of the show. Here comes Paige, who suddenly has all these powers and thinks it's pretty cool."
McGowan, who has acted primarily in independent films, was high on a short list of actresses considered for the part.
"Our personal hope was to find somebody that would be of Shannen's caliber," says Kern, "that would have the sexiness, the edge and the range. That, for the age range we were looking for, is hard to find."
"We said, 'We don't want somebody conventional. We don't want a shrinking violet. We don't want just another pretty face that smiles and has great teeth. We want somebody who has an attitude.'"
"I think Rose definitely has an attitude, and that's an energy that we can take advantage of for the betterment of the show."
Kern says the changeover has also reenergized the writing staff, which now faces a fresh set of challenges and story opportunities.
"Paige's character gives us an opportunity to force (the other sisters) into their future, rather than dwelling on the past. What could have been a concern has turned into an opportunity."
"Luck has to play a part in it, and I think that's why they call the show 'Charmed.'"

Spoliers
From: Charmed Weekly
It is confirmed. The season four premiere will air on September 27th, and will be a two hour long episode (this date is for the US).

Piper and Phoebe will be grieving over their sisters death, then Paige shows up. The writers want Paige to bring a fresh start and plenty of energy. In the beginning they'll be there'll be friction between them. Piper and Phoebe are stunned at Paige's existence, and Paige will have a little difficulty using her powers for good, and not personal gain, and she will have trouble adjusting to following their Wicca, and household rules. Her character will probably be careless, and she'll have to learn the hard way that she's not invincible, somewhat like Phoebe's character as the youngest used to be. Piper and Phoebe will have to come to the rescue many times before Paige starts to learn to control her powers, but this will help them bond as sisters.
Paige's powers should be similar to Prue's, but since her father is a white-lighter, they'll be differences.
After a few episodes, Paige's boyfriend will be introduced. One name mentioned is Adrian Gremier, who co-starred with Melissa Joan Hart, in
Drive Me Crazy.

It's looking like Phoebe might get a new, possibly active power. Since she is no longer the youngest, her powers will strengthen. Piper will be the strongest.

Here's a description for Season Four, Episode One, parts one and two.

Episode One, Part One: Charmed Again
Leo tries to help Phoebe and Cole escape from the
Source's henchmen. The Source sends demon bounty
hunters after them. He consults his Oracle, a
half-snake, half-woman, who tells him that it is hard
to find Belthazor. She also warns him that there is
'another' who can help the Charmed Ones be whole
again. He asks her about this 'other', and her crystal
ball reveals...Paige, dancing at P3 with her boyfriend
of just over a month, Shane. A Wiccan Priestess
presides over Prue's funeral ceremony. Later scenes we
see the tombstone with the triquatra symbol engraved
on it and it says, "Prudence Halliwell 1971-2001
Forever in our Hearts". Paige is standing off a ways
not wanting to be noticed, watching the funeral
ceremony.

Episode One, Part Two: Charmed Again 2
Paige, wanting to know more about herself and where
she came from, goes to Sister Agnes to learn about her
birth parents. Sister Agnes took care of Paige when
she was sent to her. Sister Agnes tells Paige that her
parents were like 'angels' appearing in a white light
(Sam and Patty orbing in) and that they handed her the
baby, wrapped in a blanket embroidered with a 'P' and
asked only that the baby's name begin with a P. Agnes
starts to say more, but suddenly stops mid-sentence
frozen. Piper and Phoebe walk in and recognize their
baby blanket with the P on it and just stare.
